Rights / Permissions in shared Calendars changes automatically to "no rights"

Steps to reproduce

Hello,
maybe it has something to do with #8272 .

Today I updated to Version 6.4.0. Later I changed one calendar: I edited one persons permission from "can change appointments" to not. Suddenly, all other persons permissions changed to "no rights".

And, another calendar had the same behavior, as soon as I edited any permissions in that calendar.

I tried to repair the permissions. After saving, it seemed that it worked, but when I reopen the permissions of that calendar, no other person has the right to change / edit appointments.

I just caught an error in logs:

No public access to this resource., This request is not for a federated calendar, No 'Authorization: Bearer' header found. Either the client didn't send one, or the server is mis-configured, No 'Authorization: Basic' header found. Either the client didn't send one, or the server is misconfigured

Confirmed.

Setting the permission on one user removes the permissions for the other users.
