@-mentioning people in a Collective also suggests people who are not part of that Collective #6881

Is your feature request related to a problem? Please describe.
If you have a small team collective in a big instance, @-mentioning is a bit of an issue because the suggestions are from all accounts:

Describe the solution you'd like
In this example, the last suggestion is the one I want, and the one I would always want to pick for that name (in that Collective).

The simplest fix I can see is to prioritize members of that Collective in the suggestions. That way it’s still possible to mention anyone for reference, but the relevant ones are much simpler to mention.

Describe alternatives you've considered
Completely hiding people not in that Collective, but as said I think that would be counter-productive as it is often useful to just mention people even if they are not in the Collective or don’t have access. It’s nice to have names in proper avatar bubbles. :)

Additional context
Probably same should be the case for a shared Text file, where it could prioritize the people who it’s shared with.
