devel/release uses a bash-ism that's not supported on macOS versions of bash

macOS ships with a 12-year old bash that doesn't support read's -i option.

I just ran into this and worked around it by doing the release on a GitHub codespace, which worked fine after some tinkering for proper tag signing.

A better approach might be to use the #!/usr/bin/env bash shebang for the script so that alternative bash installations (e.g. from Homebrew) can be used.

Ran into this while releasing 10.4.2. I'll make a PR to change all devel scripts to use #!/usr/bin/env bash instead of #!/bin/bash.
