feat: gridss/annotate nf-core module

This PR adds gridss/annotate and mirrors the structure of other gridss/ nf-core modules. Tests are added.

    • nf-core subworkflows test <SUBWORKFLOW> --profile docker
    • nf-core subworkflows test <SUBWORKFLOW> --profile singularity
    • nf-core subworkflows test <SUBWORKFLOW> --profile conda
