Pull Request Overview
This PR rearranges the issue template for a new pipeline by moving the checkboxes block lower in the body so that Slack messages display more interesting header information.
- Removed the original checkboxes block from the upper part of the template.
- Added a new checkboxes block further down, just above the textarea section.

So that the slack messages showing just the header show the interesting info, rather than lots of checkboxes that have been ticked.
