Rigol MHO900/MHO98 support

I would like ngscopeclient to have support for MHO98, which is nearly identical to MHO900.

I can provide network access to an MHO98.

I will pay £150 (subject to revision upwards if the issue turns out to be more work than I expect) to whoever implements this change. Bounty terms:

• All analog functionality provided for other Rigol scopes works for MHO98 and is tested to the furthest possible extent.
• Whether the code is extended to support MHO900 series as a whole is not relevant for the bounty.
• Additional bounty may be negotiated after that for digital functionality (currently not supported for any Rigol scopes as far as I can tell).
  • I don't see any way to download the digital data via SCPI, so this might involve some reverse-engineering of the Android binary. The reverse engineering is on me if it needs to happen.

Hi, I am just refactoring Rigol Oscilloscope driver in #1017. My primary device is MSO/DS1000Z, but I will validate my changes at least on MSO5000 and DHO800. I can definitely look into MHO098/MHO900 support if I can get access to such device, though I can't guarantee any timeline (or if my refactored driver will be merged in at all).
