Mini IO first version

This is a light and optimized version of ngsoft/stdio, a good base to create CLI components
For more complex components, other packages exists

• supports colored output
• supports style tags <red bold bg:yellow> and ending tags </>
• read from stdin
• writes to stdout or stderr
• parse cli arguments
• can use a buffer to create components that can be printed out later
• NGSOFT\IO class contains and map everything together
