Encode past-N overadvance and drop paid ability flag mirrors (#303); pin cards v1.147.4 (#304).

  • Effect IR place_agenda_counters_past for Beale-style text; load rewrites pinned add_agenda_counters_from_overadvance
  • Paid once-per-turn / Threat checks read printed flag only (CR 9.3.6)
  • CR pin v26.03. Printed corpus unchanged from v1.143.0.
