Engine maintenance

Unify play-area membership and open locations (#306). Cards pin remains v1.147.4.

  • PlayerState.playArea bags for lingering ops/events/currents/lockdowns
  • Hosted cards count as play area (CR 4.6.5g/h)
  • getPublicView adds playArea, nested hostedCards, setAside, and badPublicityFund (CR 4.6 / 4.8 / 10.6.2)
  • CR pin v26.03. Printed corpus unchanged from v1.143.0.
