We could make improvements to the github workflows to allow grpc_generator to just be "another package" instead of having a separate case outside the package matrix.

Here are the places in the workflows that treat grpc_generator as a special case

• CI.yml

  check_analyzers_grpc_gen:
   name: Check analyzers for grpc_generator
   uses: ./.github/workflows/check_analyzers.yml
   with:
     package-name: grpc_generator
     package-base-path: tools

Other observations after scanning the workflow files

• discovery client does not run its unit tests
• run_unit_tests.yml might be able to use the packages.json information in a matrix strategy like check_package.yml does
  • but it already does matrix coverage with python version and host OS

For now, I'll focus on removing the custom check_analyzers_grpc_gen job from CI.yml.
