Initial container image for PHP 8.5.0.

This release also includes PIE (PHP Installer for Extensions) and uses that to install imagick and xdebug out of the box.

Bleeding edge versions of imagick and xdebug are currently retrieved from the master branch but this will be adjusted when compatible versions are released.

Current php -v output reflects this, as you can see:
