CMHM portable Windows build (v0.2.0)

Prebuilt server binary - no toolchain needed.

• cmhm-portable-v0.2.0-20261025.zip: unzip anywhere, run cmhm_mcp.bat or point your MCP client at target\x86_64-pc-windows-gnu\release\cmhm_mcp.exe (see USE.txt inside).
• First run creates a fresh empty data\ directory. MCP stdio protocol; works with OpenCode, Claude Desktop, etc.
