Order workspaces in commands according to persistent-workspaces config option

Steps to reproduce:

1. enable persistent-workspaces
2. use the command workspace next/prev or move-node-to-workspace next/prev

persistent-workspaces = [
    "一",
    "二",
    "三",
    "四",
    "五",
    "六",
    "七",
    "八",
    "九",
    "十",
]

Expected result:

jump in order of the defined order in the persistent-workspaces list

Actual result:

jumps in order of UTF-8 code

Additional info

I'd expect this command to also honor the order:

aerospace list-workspaces --all
一
七
三
九
二
五
八
六
十
四

I'm not sure if there are other commands that would need to honor this order, but these are what I noticed in my config.

$ aerospace -v
