Accordion window order is frequently unstable

Steps to reproduce:

1. Open Calculator in an accordion workspace with other windows
2. Switch windows with Option-H,J,K,L

Expected result: Windows cycle in some order
Actual result: The calculator appears in between every other window

It's not just Calculator, but other apps/windows, like Tailscale, and I forget what else. It drives me crazy. Everything will be fine for a while, but then once I have one or two of these windows open, it turns into madness.

Sometimes one window will keep popping up on moving right, while another window will appear on moving left! So pressing Option-L repeatedly, it will be: Window 1, Calculator, Window 2, Calculator, Window 3. And then pressing Option-H repeatedly, from there, it will be Tailscale, Window 2, Tailscale, Window 1. It's absolutely bonkers.

I confirm it's a bug. Converted to an issue: #2147

Though, I'd prefer you not to use emotional language.
