v0.0.4 — ship venue configs inside wheel

fixes the plugin's wheel-install bug so /plugin install evalit@niruta25-plugins actually works.

The bug it fixes

Every prior plugin install was broken. The MCP server in plugin/.mcp.json launches via uv run --with "evalit-4me @ git+...", which builds a wheel — but the venue YAMLs (neurips.yaml,
ieee.yaml, arxiv.yaml, template.yaml) lived only in the repo-root configs/ directory, which was never packaged. Result: detect_config, review_paper, and evalit rubric init all failed
at runtime with FileNotFoundError.

Under the hood

• configs/*.yaml now ship inside the wheel at evalit_4me/_configs/ via hatchling force-include
• Three resolvers (skill_helpers.configs_dir(), cli._DEFAULT_CONFIG, stages/rubric.py template lookup) try package-local first, fall back to repo-root for editable installs
• Marketplace metadata cleaned up to pass claude plugin validate: description moved under metadata.description, undocumented owner.url and $schema dropped, version: 0.0.4 added on the
  plugin entry
• version field removed from plugin/.claude-plugin/plugin.json — for relative-path plugin sources, marketplace.json is authority per the Claude Code docs (otherwise plugin.json
  silently wins and the marketplace version is ignored)
