1.17.0

Rules changed: a knowledgebase build or refresh puts judgment on the strongest model,
extraction on a lower tier, and joins in a script; league-wide facts are collected once
and routed to teams. New scripts/schedule-tables.py builds the schedule-strength tables
and rollup deterministically. See CHANGELOG.md for the full entry.
