Rules changed: the division skeptic checks every team, never a sample; a computed
figure carries a parenthetical naming its table, never a filled marker; and "run one
workflow at a time" is withdrawn for file-level pools, which are split across two or
three workflows launched together, while several judgment workflows at once remain a
rate-limit risk.
Why: the reshape that followed 1.23.0 sampled two teams in each of the eight divisions
(sixteen teams) and found 152 lost facts; the pass over the other sixteen found 276
more, about thirteen per team over the 32. In a table, a computed rank or
share cannot keep the table's input beside it, and the check reads a cell alone. The
harness caps a workflow's concurrency by the machine's cores, so a hundred-file rewrite
in one workflow ran four hours where three ran one.
Changed: build step 3, the vocabulary's computed-figure sentence, the agents section,
and the same sentence in scripts/check-fills.py's docstring, which had kept the old
rule.
