I think we should probably clarify that this is To publish a new npm package for the first time.

I'm assuming we don't need the request/ping for subsequent updates.

And maybe also in which context does this apply? A package for which the code resides in the nodejs GitHub org? A package in the @nodejs/ npm org regardless of where the code is? Something else?
