Vercel double-deploys PRs from internal branches

Take #7645 as an example. Since it's on a branch in this repository, it's deployed to https://nodejs-org-git-feat-learnpromises-openjs.vercel.app/. However, after I pushed the commit at 8180120, Vercel deployed it as https://nodejs-1j3rra74y-openjs.vercel.app/ and also updated the original deployment, causing the change to be deployed twice.

I'm not sure I understand the issue here? Each pushed commit will be deployed at a unique preview URL. The branch also has an assigned URL that is tied to the most recent commit preview build. It is not two separate deploys, it's just two URLs assigned to the same build.
