• Reads ticket fields, comment threads, changelogs, clone chains, attachments
• fixVersions treated as intent, never shipped-in-build proof (that stays source-trace's call)
• Strictly read-only: read-tool-only allowlist + READ_ONLY_MODE=true server registration as the safety boundary
