v2.3.0 — Dagger-based build pipeline + linux/arm64

- Cross-platform builds migrated to a Dagger module (.dagger/, Go SDK,
  engine v0.20.8). CI invokes it via dagger/dagger-for-github@v8.4.1.

- Go toolchain bumped to 1.23 floor + toolchain go1.26.3.
