- FG-006 (Fork PR Code Execution) fired high whenever the workflow referenced secrets, but on `pull_request` (not `_target`) those secrets resolve to empty for fork PRs. It's arbitrary code execution on an ephemeral runner with a read-only token and nothing to steal → cap at low. (Self-hosted host risk = FG-009; cache poisoning = FG-010; secret-bearing pwns = FG-001 on _target.) - FG-001 (Pwn Request) now also analyzes `workflow_run`, the third privileged trigger: a workflow that checks out the triggering PR's head (github.event.workflow_run.head_sha/head_branch) and executes it is a pwn request. (Artifact-download-and-execute is a separate pattern, not covered here.) Fixtures/tests updated + added. Full suite, gofmt, vet, self-scan clean.
