Hotfix release 2026.3.21

  • Fix global npm install -g @noscrubs-dev/openclaw@latest failure caused by a plugin-only git dependency being pulled into the root package
  • Narrow the packaged runtime dependency release guard to the root CLI dist graph so extension-only dependencies do not become required for core installs
  • Preserve the packaged UI rebuild files and root runtime dependency checks from prior hotfixes
