improve table controls discoverability

Updated the table controls UI and cleaned up related styling.

• Added tooltips for the quick add row and cell options actions
• Replaced browser title attributes with consistent tooltip components
• Updated the table control pill styling with a larger corner radius
• Adjusted the cell options button styling
• Removed an unused scrollbar-gutter-stable class from the color selector
• Added tooltip-related imports and hover tooltip support

The table controls relied primarily on icons, making some actions less obvious to users. Adding tooltips provides clearer guidance while keeping the interface compact. The styling updates also improve consistency with other editor controls.
