Startup readiness and proxy CLI guidance update.

- Wait for enabled HTTP and SOCKS5 listeners to become ready before displaying ordered route rules.
- Show route rules in a dedicated box during startup and --check-config.
- Add copyable HTTP/HTTPS and SOCKS5h export commands to listener output.
- URL-encode SOCKS5 credentials in authenticated shell exports.
- Add tests for route-rule rendering and generated proxy exports.
