Fixes extension updates on Windows systems where the installed extension directory remains locked across restart. The updater now falls back to a verified, rollback-backed copy install when an atomic directory swap cannot be completed. Verified live by updating Scheduler 0.1.5 to 0.1.6 on ZCode 3.5.2.

Fixes extension updates that could be repeatedly offered when Windows temporarily locked the installed extension directory during restart. Extension directory swaps now retry transient EPERM, EBUSY, and EACCES failures before rolling back.
