chore(release): bump version to 0.23.12 (#437)

## Summary

- bump the Rust workspace packages to `0.23.12`
- bump the Python package and Commitizen version to `0.23.12`
- refresh the workspace package versions in `Cargo.lock`

## Validation

- `cargo metadata --locked --no-deps --format-version 1`
- `prek run` (includes Clippy and release-mode Rust tests)
