Cannot get proper localized error in PostgresException.Message

Hello,
I've changed postgresql.conf to read lc_messages = 'fr_FR.UTF-8'.
When I try to open NpgsqlConnection with wrong password I got an exception with message containing invalid characters, e.g. 3D000: la base de donn�es � g11e � n'existe pas
The database itself logs: la base de données « g11e » n'existe pas

Please advise if it is npgsql issue or postgresql setup issue, many thanks

Npgsql version: 3.2.5
PostgreSQL version: 10.1
