changes to cp_pelt.ipynb

No need to take the data file I created.

For now, the main changes are:

• making a better explanation of the ctype section
• fixing the position of the historical event labels in the plot because they used to move if you changed the sensitivity parameter

The last couple commits were because I kept noticing little scraps of codes or comments I had forgotten to cleanup.
