docs: Clarify canonical documentation source of truth and deprecate docs-release

This updates docs/README.md and docs/development/documentation-standards.md to clarify the separation of roles between the docs/ and docs-web/ directories, and to ban the usage of docs-release/ as an ad hoc convention.

It establishes docs/ as the single canonical source of truth for maintainers and makes docs-web/ the publication mirror for end-user documentation. Additionally, it clarifies that new documentation pages must be linked from both docs/index.md and docs/SUMMARY.md.
