docs: clarify file browser documentation - #759

This commit updates `docs/dashboard/browser-preview.md`, `docs/dashboard/dashboard-guide.md`, and `docs-web/user/dashboard/file-browser.md` to accurately document the File Browser as a distinct dashboard runtime surface. It separates the feature from Browser Preview, details its API routes (`/api/file-browser/*`), and updates the `/files` dashboard navigation entry.
