The docstrings of functions which take an out= parameter should mention that fact (Trac #416)

Most of the functions that take an out optional argument fail to mention that they do so. Each of them ought to do so.

There are some functions with arguments that aren't used (such as choose in ma/core.py, which has useless out and mode arguments). Should these arguments be removed from the function, or at least a note put in the docstring that they don't to anything?

A lot of docstrings now mention that they accept an 'out' parameter. There's also a standard phrasing for it, which can be find on the "Questions and Answers" page of the doc wiki.
