- Description: "Gets or sets the server's prefix"
- Response: If value is given and the user has perms it'll send an embed saying that it was set, otherwise if no value is given it'll just say what the prefix is. Can also be called by pinging the bot with prefix included in the message like "@Clam what's your prefix?"
