Add link/interface to register an extension

ATM, visiting https://nwb-extensions.github.io/, it is not obvious how/where to submit or request addition of an extension.  I can only assume that may be it could be done by filing an issue (request) or pull request (submission) against https://github.com/nwb-extensions/staged-extensions which I will do now ;)
