NoahAI v3.9.1.15 Web UI Order Contract, Strategy Studio Level 4 & Binance Cycle Integrity Patch
v3.9.1.15 separates configured order targets, portfolio authorization caps and exchange minimum order constraints; adds bounded Strategy Studio Level 4 policies; restores account-scoped Binance candidate selection; prevents duplicate immediate cycles; and preserves live position state when an account snapshot cannot be verified.

5.10 USDT < 20 USDTfalse rejection. A risk-scaled order that satisfies BinanceMIN_NOTIONAL, quantity and precision rules may proceed inside its authorization cap. - If the authorization cap is below the exchange minimum, NoahAI does not raise risk to force an order. It fails closed with an explicit guardrail reason.
- Prevents a multi-exchange SPLIT factor from being applied twice.
- Adds Level 4 conservative, standard and active operation policies. They can adjust risk budget, maximum allocation, leverage cap and regime-exit behavior only; approval, LIVE permission, loss stops, order constraints, TP/SL, duplicate prevention, reconciliation and emergency stop remain immutable.
- Adds the free Verified Strategy Hub creator stop-request contract: hide and block new downloads immediately, let an operator confirm or reject/re-publish, and preserve package and audit history. Production Hub E2E remains a release gate.

- Run one immediate Binance cycle per start request and wait the configured interval before the next cycle.
- Store Binance discovery snapshots in the current account's writable cache instead of a working-directory-relative account path.
- Never cache or mark a fallback-only universe as a completed selection; invalidate failed results and retry with cooldown and single-flight isolation.
- Refresh the evaluator's Binance client together with the active runtime after credentials or account scope change.
- Skip repeated regime and detailed candidate work while only non-executable fallback rows exist.
- Reuse one statusful Binance position snapshot for zombie-flag cleanup and in-cycle position reconciliation.
- Distinguish a confirmed empty account from API, clock, credential and network failures.
- Preserve active positions, trade flags, monitor handles and protective state when position lookup fails.
- Fail closed for new entries in a cycle whose current position state cannot be confirmed.
- Remove repetitive zombie-cleanup INFO messages when there is nothing to reconcile.
- Retain all v3.9.1.14 candidate-selection recovery, broker lifecycle, connection-time and LEARNING fixes.
Release boundary
The published v3.9.1.14 assets are immutable and remain the user-available build until a Windows host rebuilds the engine, installer, blockmap and latest.yml from this source. Do not publish until the single v3.9.1.15 release ledger and its order-contract/Level 4 supporting verification are complete, including the v3.9.1.14→v3.9.1.15 update, Binance order contract, Level 4 save/restart/PAPER flow, normal/empty/error reconciliation, multi-exchange operation and rollback flows.
