Changes:

Added inspect tool / dev tool for windows-standard (ctrl + shit + f12).

Known Issues:

On some Windows, WebView2 may not render Spine 3.8 (WebGL). Spine 4.0 does not have this issue as it uses WebGL2.
Memory leaks for Spine 3.8 assets.
