[Urgency] Island is not ready (probably deactivated)

Version: Island 6.4, One UI 5.1

What I tried:

1. Android System WebView keeps crashes almost apps
2. I uninstall its update and rollback to v111 but it keeps auto update
3. I can't find Android System WebView Stable in Play Store so couldn't disable auto update
4. I intalled beta WebView to change system webview in developer settings but uninstalled by DUAL_APP
5. I erase all Dual App data to disabled the feature
6. now the developer settings says "uninstalled by islaned"
7. I think I should clone the WebView to Island but Island is never launched and inwelcome screen
8. I moved from previous phone setup-ed Island perhaps it made problem
9. Can't setup in welcome screen. Island suggests root and troubleshoot(web)
10. Test DPC says "TestDPC isn't currently allowed to be set up as the profile or device owner."
11. I'm not rooted so I went to the web and tried the Manual setup for Island with ADB
12. Island opened automatically in work profile
13. I tried to clone WebView but says "Island is not ready (probably deactivated)
14. but there's no Work Profile toggle in Quick Settings panel.
15. even I enter the Work Profile settings into Settings app, the Settings crashes (some settings worked fine)
16. Work Profile app is still activated in App Drawer
17. there's ADB Secure and Managed Mainland recommands in Island DISCOVERY tab
18. I tried to enable ADB Secure but "Internal error occurred. restart the app and try agin."
19. even I restart the app, the problem was still there
20. even repair Island doesn't helpful so I destroyed Island and Android said "Work Profile is deleted" in notification
21. I retried the guide solutions but at that time I follow the manual carefully in order
22. I enabled Managed Mainland with ADB and for that I deleted all my accounts
23. the Island still saying can't setup so suggstes troubleshoot
24. now I did menual setup for Island with ADB (user ID increased 1) and still "Island is not ready (probably deactivated)"
25. I uninstalled Island but the developer settings still says "uninstalled by Island". what??

What to I do I spent too much for this
should I remove Secure Folder or Dual App? but in previous phone it didn't matter
my storage remains about 25GB. does this make problem??

Setting up my Pixel 9 Pro XL today and experienced the same.
Tried many way still the same.

Finally use the Play store that's already in the Island to login and install from there and it works.

Having a similar issue:
‑ Google Pixel 7 Pro
‑ GrapheneOS
‑ Island installed and running, I can install apps

BUT:
‑ I can’t freeze any app:
Island is not ready (probably deactivated)

‑ I can’t clone any app that isn’t an user app (I tried cloning Vanadium Browser):
Internal error: Shuttle not ready

Using the Repair function from within Island didn't fix anything.

Hi I have the same problem with pixel 9 pro xl, able to use play store to install. But some all broken cannot be lunch in island. Like some bank app and Chinese Rail 12306 app. Both app can be used outside, but not work in island. It will freeze on the application luanch screen.
