Improves robustness and reliability by no longer skipping failed unproven or unfinalized transaction. Instead, such transactions are pushed back into the queue and retried until they succeed.

Before applying this version, you must add new environment variable:
MESSAGE_RELAYER__QUEUE_PATH_PROVER - this specifies the directory path for the new prover queue store.
