Suppress or Label Empty Feedback

Describe the bug
When a PDL logs into Check-ins to view feedback given for their DP they shouldn't see a feedback givers name and avatar and nothing by way of feedback.

Feedback can be shown this way if the feedback giver hasn't submitted feedback yet, or submitted a blank feedback (which maybe shouldn't be allowed?)

To Reproduce
Steps to reproduce the behavior:

1. Go to FEEDBACK
2. Click on View Feedback
3. Click on a DP link for VIEW ALL RESPONSES
4. See attached thumbnail

Expected behavior
A clear and concise description of what you expected to happen.

Additional context
If not suppressing, perhaps a label like "Feedback in Progress" or "Feedback Not Submitted" ? Could be any number of things I suppose.
