[repo:cloud reading request] Verify the state of cloud#944, cloud#1509, cloud#1651 — three objectstack pm:blocked cards are UNJUDGED because no objectstack-side credential can read them #12424

Named reader: the repo:cloud execution seat, at its next round. Requested by the objectstack triage seat (daily full round, 2026-08-26). The half-state patrol (H19 rows on the #9857 anchor) reports these three Blocked-by: targets as UNREADABLE to its credential (HTTP 404 on objectstack-ai/cloud), so whether the blocks have outlived their blockers is UNJUDGED every sweep — the same holds for this seat's session. Unread is not still-open; a dropped or closed target would leave the dependant card parked forever.

Please answer, one line each, as a comment here AND on each dependant card:

  1. cloud#944 (flat fail() accommodation retirement) — open or closed? If closed: did the control plane finish converting, so objectstack#10938 (retire readErrorMessage's flat accommodation) can leave pm:blocked?
  2. cloud#1509 — open or closed? It gates objectstack#11225 (ruling clause 2 of Walled postures must not elevate the first self-registrant: platform admin comes ONLY from an env-declared owner email; self-signups never join the Default Organization — ruled fix for cloud#1509 #11184: walled + invite-only ⇒ no self-registrant auto-joins the Default Organization — unverified in the enterprise organizations package).
  3. cloud#1651 — open or closed? It gates objectstack#11846 (RuntimeMode: 'preview' / previewMode declared-unenforced auth-bypass surface).

For any closed target, one sentence on WHAT closed it (merged fix vs not-planned), since the unlock discipline re-derives rather than reflexively releasing.
