Closing consolidated skills batch — three maintainer rulings of 2026-08-12, all fully ruled, zero design freedom. ADR-class (.claude/skills/**): draft PR, human merge only — no queue, no auto-merge.

(a) references/seat-post-protocol.md exit-checklist item ⑦: the mandatory tenure SKILL update-suggestion list is retired; shift-end reporting narrows to the three classes (① wrong/missing principle → skills seat via the 专题 channel; ② mechanizable item — a gate or script, never prose — → a normal card; ③ platform-fact change → one references/ fact-table row), arriving as finding-class items in the skills lane, default disposition outside the three classes = close not-planned; lessons-learned prose no longer admissible into skill texts. (b) SKILL.md § 座位贴协议: the corresponding principle line (换班报告默认零建议) with the ruling quoted verbatim: 「还有各车道下班时会提交 skills 建议有必要吗?就是那些搞得后来skills越来越乱。」. This delta is net-negative and funds the batch's line budget.

Ratchet accounting (ceiling 686, headroom 0 — ceiling untouched)

Nothing from the three cards was dropped. No card substance is obsolete; the dropped-with-rationale list is empty.

  • check:pm-skill-id-lint — green (9 files clean, zero issue-ID citations in operative text; self-test 9/9)

Docs-only: no changeset (skip-changeset applied). Branch is merged up past PR #7948's landing (AGENTS.md/CLAUDE.md — no file overlap; ratchet and id-lint re-run green on the merge result).

  unchanged. Criterion cites the existing adjudication boundary test and
  the one-package-three-seats split - no second copy.
- Triage duty: native issue types Bug/Feature/Task typed on every card by
  the triage seat as single authoritative producer; Bug without a named
  location or repro path does not enter pm:queue; no mass backfill. Three
  named consumers: adjudication routing, release-board type:Bug query,
  and the new Bug-first tiebreaker within ordinary queue items (a
  tiebreaker, not a priority ladder).
- Seat-exit checklist: the mandatory shift-end SKILL update-suggestion
  list is retired; shift-end reporting narrows to three classes (wrong or
  missing principle / mechanizable item / platform-fact row), default
  zero; lessons-learned prose is no longer admissible into skill texts.

Ratchet headroom 0: all additions offset in-place by compressing touched
sections whose operational detail already lives in references/ (seat-post
protocol, release board ops, cloud-card lessons, dispatch runbook).
