Proposed Change

Add finite generation count support to the okta generator. Adds tracker field, SetCountTracker() method, and Acquire() check in the worker loop before generation. When count is exhausted, workers pause and wait for resume (idle mode) or stop (exit mode).

This PR is part of a stack for PIPE-926. The full implementation plan is attached as a document on that ticket.
