2026.08.09 snapshot leases and owner bound migration (devnet)

The release includes several important updates (state sync, deterministic inference improvements, and owner-bound migration for older key profiles that haven't yet been migrated). The changes will be adopted by the network at epoch 1330000 (this doesn't affect state sync, as the changes are already in effect, as our nodes are already running with these changes).

This is the first tagged release, as not everything necessary has been migrated. This release has a delayed rollout at the protocol level, so it's essential to update to ensure the necessary updates don't conflict with other nodes.
