chore(release): prepare 0.12.0

Moves [Unreleased] into a dated 0.12.0 entry and bumps the workspace version (8 lockstep crates: workspace.package + the 7 internal path-dep pins).

• Breaking: Passport::disclosure_signatures (feat(domain): key passport signatures by disclosure set #70).
• Changed: CI now runs sector plugin tests and builds all ten to Wasm (ci: run sector plugin tests and build all ten in CI #71/CI: sector plugin tests never run — just check covers them, CI does not #67).
• Documentation: registry identifier citation corrected to Annex III (docs(registry): source the identifiers to Annex III, not Article 13 #68).

just check green locally after the bump. Not running cargo release here — this is the prep commit only; publishing to crates.io is a separate, deliberate step.
