What this PR does and why it's needed
Updates the Physical rental products documentation page to reflect the Rental app's v 19.4 workflow changes, restructuring product configuration, tracking, and transfer content to match the new UI, and adds a cross-reference anchor in the Inventory locations doc to support a new link.
