Adds the shared stable-subject filing contract used by Amber and Daphne's private wings. Project and normalized-conversation mining can route drawer-sized evidence through one versioned room policy, with model-aware generation replacement and visible unfiled ambiguity.

Adds an operator-only, exact-root refile workflow for existing retained workspace drawers. Refile preserves verbatim text and stored vectors, rebuilds wing-scoped closets, and uses a durable compensating journal for interrupted-apply recovery.

Runtime consumers must pin the attached wheel by SHA-256.
