Release v0.3.6

Update blah2-arm to v0.3.2 which fixes critical timestamp unit mismatch bug.

The ADSB extrapolation feature introduced in v0.3.1 was not working because
adsb2dd provides timestamps in milliseconds while the extrapolation code
expected seconds. This caused all extrapolation attempts to fail.

Changes:
- Update all blah2 service images to v0.3.2
- Timestamp synchronization now works correctly
