- feat(ledger): advisory code-scoped agent coordination plane (claims MVP, slice 1)
Add tg ledger claim/release/list -- a local, ADVISORY, code-scoped agent-to-agent coordination plane. Claims are never locks: they report live overlaps from other agents on shared symbols/files and let the caller decide, so tg never blocks or serializes an edit. State is a single index.json under <root>/.tensor-grep/ledger/claims/, read-modify-written under the existing _index_lock primitive (same cross-process safety session/checkpoint stores use), TTL-expiring (default 900s) so a crashed agent's claim self-heals with no special handling, and capped at 256 live records/root as a DoS bound distinct from TTL pruning.

- fix(ledger): mark tg ledger EXPERIMENTAL (Slice 1) per gate nit
Independent Opus gate on #673 (SHIP-WITH-NITS): tg ledger's help/docstrings described semantics but not stability, and CONTRACTS.md sec 9 sat parallel to the stable sec 8 with no experimental umbrella. Prefix ledger_app help + the 3 command docstrings with "EXPERIMENTAL (Slice 1): ", mirroring tg find's EXPERIMENTAL: docstring prefix, and add an explicit Status line to sec 9 stating the surface/JSON schema may change in a minor release.
