v2.14.1 — Tidewave probe gating + Copilot CLI skill loading

Patch release: stop the Tidewave detection hook from probing apps that never
opted into Tidewave (#72), and quote argument-hint frontmatter so skills
load on GitHub Copilot CLI 1.0.65+ (#71).

Fixed

• Tidewave detection no longer probes apps that don't use Tidewave —
  detect-tidewave.sh fired a blind POST http://localhost:4000/tidewave/mcp
  on every session start, showing up as [info] POST /tidewave/mcp noise in
  any Phoenix app listening on :4000. The probe is now gated on tidewave
  appearing in mix.exs/mix.lock (umbrella apps/*/mix.exs included);
  non-Elixir and non-Tidewave projects exit silently (#72)
• argument-hint frontmatter quoted in 9 skills — unquoted values starting
  with [ parse as a YAML flow sequence (array), not a string; GitHub Copilot
  CLI 1.0.65+ rejects the array shape so those skills silently failed to load
  there. Wrapped in double quotes — the safe form for both runtimes
  (#71, PR #70 by @thejesh23)
