Claim boundary

The broad paired holdout remains frozen and unrun. No frozen seed has been evaluated and no holdout result, acceptance verdict, throughput claim, production validation, or physical-causality proof is included. The simulator is not a production workload model; a wrong lag graph can produce wrong triage.

No prebuilt binaries or holdout-result artifacts are attached. GitHub provides the source archive for the reviewed commit.
